To be successful under the Dependent Child Category applicants are required (among other things) to show that at least one of their parents is living lawfully and permanently in New Zealand.
This means not only that they have the lawful right to do so (that is, they are either a New Zealand Citizen or permanent resident) but that they are ‘actually residing’ in New Zealand.

Recently the China branches have received applications from children whose parents have been absent from New Zealand for extended periods. In many cases they have indicated an intention to return to New Zealand in the future.
In these circumstances applications under the Dependant Child category cannot be approved. At the time the application is made at least one parent must be ‘actually residing’ in New Zealand. Please note that we are not able to make exceptions to this requirement and that once an application has been made the application fee will not be refunded.
If your circumstances are that you intend to return to New Zealand as a family we recommend that instead of a residence application parents make a temporary visa application for their child. This will allow you to travel to New Zealand as a family and re-establish residence there. Once this has been done, a residence application under the Dependant Child category can be made.
